Startup grants in Canada in 2026: IRAP, SR&ED and the provincial programs that stack with them
Short answer: Canadian startup grants are less about one national competition and more about a federal stack you use year-round, plus provincial top-ups. Almost every incorporated tech SME starts with NRC IRAP (advisor-led, non-repayable project funding) and SR&ED (a refundable R&D tax credit for eligible CCPCs). Ontario companies can stack the Ontario Innovation Tax Credit on the same SR&ED work. For cash grants with fixed windows, open right now: Innovate BC's Commercialization and Investment Readiness Microgrant (closes 27 November 2026) and Alberta's rolling Venture Development Grant. Mitacs Accelerate co-funds research internships, and CanExport Innovation opens for 24 hours on 1 December 2026 for companies chasing a foreign R&D partner.
The Grant Index lists 7 government programs specific to Canada, each checked against its official page (the date is in the "Verified" column). This guide covers grants and tax credits only: nothing here is a loan, and none of it takes equity. Interest-free repayable contributions (for example some Regional Artificial Intelligence Initiative streams) exist but are left out of this guide on purpose. It goes from the federal stack to provincial grants, talent and export programs, and ends with the rules that most often get applications rejected.
1. The federal stack most Canadian startups should start with
Unlike the UK's themed Innovate UK competitions, Canada's default path is continuous. IRAP and SR&ED have no national closing date, so the limiting factor is usually readiness and documentation, not a calendar.
| Program | What you get | Who qualifies | Verified |
|---|---|---|---|
| NRC IRAP Financial SupportNational Research Council Canada (NRC IRAP) | Non-repayable contributions toward R&D project costs (mainly salaries and contractors) plus advisory services; amount set per project with an Industrial Technology Advisor (not published). | Incorporated for-profit SME operating in Canada with up to 500 FTEs. A senior executive calls 1-877-994-4727; funding is scoped with an Industrial Technology Advisor and is not guaranteed. Does not fund day-to-day ops, work outside Canada, ULCs/LLCs, sole props, partnerships or co-ops. | 2026-11-06 |
| SR&ED Tax IncentiveCanada Revenue Agency | Investment tax credit of 15% (basic) or 35% enhanced, refundable rate for CCPCs and eligible Canadian public corporations on up to C$6M of qualifying expenditure per year (limit phases out at C$15M–75M taxable capital); plus deduction of R&D spend. Amount depends on spend. | Claim with the corporate tax return (Form T661). Enhanced 35% refundable ITC for eligible CCPCs and Canadian public corporations on up to C$6M of qualifying spend per year; basic rate 15%. Work must meet the SR&ED definition and be done in Canada. | 2026-11-06 |
IRAP is relationship-first. The official page is clear that advice and referrals usually come before money, and that being invited to submit a proposal does not guarantee funding. Bring a CRA business number, a business plan, recent financials, ownership details and team profiles. Amounts are set per project and are not published as a fixed maximum.
SR&ED is the cash most teams leave unclaimed. You claim a deduction against income and an investment tax credit. For many early Canadian-controlled private corporations the enhanced credit is refundable, which means cash even before you are profitable. Optional pre-claim approval lets you ask CRA whether proposed work will qualify before you spend. Keep lab notes: the claim lives or dies on evidence of scientific or technological uncertainty and systematic investigation.
2. Provincial grants and the Ontario tax top-up
Provinces fund commercialisation gaps that IRAP does not cover as a voucher for lawyers, finance readiness or investment packaging. These are the open ones we track.

| Ontario Innovation Tax Credit (OITC)Ontario Ministry of Finance / Canada Revenue Agency | 8% refundable tax credit on qualified SR&ED expenditures incurred in Ontario, up to a C$3M annual expenditure limit (limit phases out with taxable income and capital) | Corporations with a permanent establishment doing SR&ED in Ontario. 8% refundable credit on qualified Ontario expenditures, up to a C$3M expenditure limit that phases out with income and capital. Claimed on Schedule 566 with the corporate return. | 2026-11-06 |
Alberta's Venture Development Grant replaced six older programs with one application. You self-assess Innovation Readiness Levels (customer, technology, business, IP, team, funding) and pick Explore, Bridge or Grow. It is not general working capital: name the readiness gap and the evidence the project will produce.
Innovate BC's microgrant closes soon. The call is built for buying arm's-length professional services (legal, financial, privacy, cybersecurity, commercial systems) that unlock a concrete next milestone. You need a quote and statement of work before you apply, and costs before written approval are ineligible. About C$1 million is available for this intake.
Ontario stacks on SR&ED rather than running a separate cash call. If you already claim federal SR&ED for work done in Ontario, the OITC adds an 8% refundable credit on the same qualified expenditures, subject to the expenditure limit rules.
3. Talent and international R&D partnerships

| Mitacs AccelerateMitacs | C$15,000 research award per 4–6 month internship for a C$7,500 partner contribution (Mitacs matches 1:1); postdoc model C$20,000 for C$10,000 | Canadian for-profit or eligible not-for-profit with a student or postdoc at a Canadian institution. Partner contributes from C$7,500 per 4-6 month internship; Mitacs matches to a C$15,000 research award (postdoc model C$10,000 for C$20,000). Intern must receive at least C$10,000. Rolling. | 2026-11-06 |
| CanExport InnovationGlobal Affairs Canada (Trade Commissioner Service) / NRC IRAP | Grant of up to C$37,500 (~$27k) covering up to 75% of eligible costs on a project budget of up to C$50,000; max C$100,000 per organisation in any 12 months | Canadian SME, academic institution or non-government research centre with a CRA number, owning IP for one technology at TRL 4+ that will launch within 5 years. Grant up to C$37,500 (75% of a budget up to C$50,000) to negotiate a foreign R&D partnership. December 2026 intake opens 1 December at 12:00 EST for 24 hours. | 2026-11-06 |
Mitacs is for a defined research project with an academic supervisor, not a general hiring subsidy. For-profit partners must contribute private-sector funds (not recycled government grants). Applications are peer reviewed (often six to eight weeks), and work should not start until the award letter and funds are in place.
CanExport Innovation funds the courtship, not the marriage. Eligible costs include travel to meet a pre-identified foreign partner, foreign IP filings, certifications, shipping a demo, and legal drafting. The R&D work after the partnership is signed is out of scope. Have partner interest letters and cost quotes ready before the portal opens: applications are assessed first-come until the intake budget is gone, and you may receive at most C$100,000 from the program in any 12-month period.
4. Which program fits your stage
- Incorporated, doing real R&D, any province: call IRAP and set up SR&ED bookkeeping on the same work.
- Ontario corporation already claiming SR&ED: add the Ontario Innovation Tax Credit on Schedule 566.
- Alberta tech venture with a clear readiness gap: Venture Development Grant (Explore / Bridge / Grow).
- BC company that needs a lawyer, finance build or certification package before a raise or enterprise sale: Innovate BC microgrant before 27 November 2026.
- Need a graduate researcher on a scoped project: Mitacs Accelerate with a university or college supervisor.
- TRL 4+ technology and a named foreign R&D partner: CanExport Innovation on 1 December 2026.
5. Rules that sink Canadian applications
- Treating IRAP like an online form. There is no public application portal for first contact. A senior executive has to call, and funding follows a relationship with an advisor.
- Wrong legal form. IRAP does not support sole proprietorships, partnerships, cooperatives, ULCs or LLCs. CanExport Innovation also excludes sole proprietorships.
- Counting government money as your match. Mitacs for-profit partners must put in private-sector funds. Alberta Innovates and Innovate BC both require a cash contribution from you, and stacking with other government aid is capped (often at 75% of eligible costs).
- Asking a commercialisation grant to fund product R&D. The Innovate BC microgrant explicitly excludes experimental development, prototyping and engineering. CanExport Innovation stops once the foreign partnership is signed.
- Missing the 24-hour CanExport window. The December intake opens at noon Eastern on 1 December and closes 24 hours later. Incomplete applications are not assessed while you hunt for documents.
- Weak SR&ED evidence. Refundable credits still need contemporaneous records of technological uncertainty and systematic investigation. Marketing copy is not enough.

FAQ
What is the best startup grant in Canada right now?
For most incorporated tech SMEs, NRC IRAP plus SR&ED is the default stack because both run year-round. For a timed cash grant, Innovate BC's Commercialization and Investment Readiness Microgrant (up to C$30,000, closes 27 November 2026) and Alberta Innovates' Venture Development Grant (up to C$150,000, rolling) are the clearest open provincial options we track.
Is SR&ED a grant?
No. SR&ED is a federal tax incentive: a deduction against income plus an investment tax credit. For many Canadian-controlled private corporations the enhanced 35% credit is refundable on up to C$6 million of qualifying expenditure per year, so it can still put cash in the bank. Ontario's Innovation Tax Credit adds an 8% refundable provincial credit on qualified Ontario SR&ED spend.
Can a pre-revenue Canadian startup get IRAP funding?
Yes in principle. IRAP works with incorporated for-profit SMEs that develop technology-driven products or services in Canada. There is no published minimum revenue. You still need financial statements, a business plan and an Industrial Technology Advisor who believes the project can create economic benefits in Canada; funding is never automatic.
Does CanExport Innovation fund my R&D project?
No. It funds activities that help you negotiate and formalise a collaborative R&D agreement with a foreign partner (travel, foreign IP, certifications, shipping a demo, legal work), up to C$37,500. Once the partnership is signed, the R&D work itself is outside the program. Your technology must already be at TRL 4 or higher.
Are Regional Artificial Intelligence Initiative (RAII) funds grants?
Often no. FedDev Ontario's business stream, for example, offers interest-free but fully repayable contributions of C$125,000 to C$5 million. This guide sticks to non-repayable grants and tax credits; check the repayment terms on any RAII page before you treat it as free money.
Can I combine IRAP, SR&ED and a provincial grant?
Often yes, with stacking limits. SR&ED is a tax credit on eligible R&D spend. IRAP and provincial grants usually require you to disclose other government assistance, and many cap total government aid at about 75% of eligible project costs. Tell every program about the others up front.
Program terms change often. Every program page linked above shows its official source and the date we last verified it; confirm on the provider's page before you apply. Spotted something out of date? Report a correction.
